Qualifications Scotland to Replace SQA – What NAS Members in Scotland Need to Know

As part of a major reform of the Scottish education system, the Education (Scotland) Bill, published on 5 June 2024, sets out plans to replace the Scottish Qualifications Authority (SQA) with a new body: Qualifications Scotland.

Expected to be operational by Autumn 2025, Qualifications Scotland will take on all current responsibilities of the SQA. This change aims to better align qualifications and assessment with the needs of learners, educators, and industries across Scotland — including those in construction and fit-out.

For NAS members in Scotland, particularly those involved in training, apprenticeships, or workforce development, this shift may affect the design, delivery, and accreditation of future qualifications. The new organisation will place greater emphasis on collaboration with employers and educators, offering a chance for our sector’s voice to be heard.

  • A Strategic Advisory Council focused on skills and economic needs

Transition Timeline

  • The Bill is currently progressing through Parliament and may be amended.

  • A Transition Board, co-chaired by SQA Chair Shirley Rogers and Scottish Government Director Clare Hicks, is overseeing the move.

  • Staff, infrastructure, and branding will be transferred ahead of the new body’s launch in Autumn 2025.
