Consensus Achieved on Construction Industry Levy Proposals for 2026-29

The recent Consensus process, held from 17 March to 9 May 2025, confirmed industry support for the proposed Construction Industry Training Board (CITB) Levy Proposals for 2026–2029. A total of 67.2% of Levy payers backed the proposals, meeting the requirement for Consensus, which also mandates that supportive employers represent over 50% of the Levy payable – this figure stood at 72.0%.

The results were drawn from two key sources: feedback from 14 Prescribed Organisations (POs) representing Levy-paying members, and an independent survey of 4,000 non-PO employers. Both sets of data were weighted to ensure balanced representation across the sector.

Key Findings:

  • 12 out of 14 POs (89%) supported the proposals, including organisations such as the National Association of Shopfitters (NAS), Build UK, and the Federation of Master Builders (FMB).

  • Among non-PO employers, agreement was highest among medium-sized businesses (78.5%) and strongest in Scotland (70.2%).

Levy Proposals for 2026–2029:

  • Levy rates to remain unchanged:
    PAYE: 0.35%
    Net paid (taxable) CIS subcontractors: 1.25%
  • Thresholds to increase:
    Employers with a combined payroll and CIS payments under £150,000 will be exempt.
    Those between £150,000 and £499,999 will receive a 50% automatic reduction.

These changes are aimed at continuing support for smaller employers while maintaining industry-wide investment in skills and training.
