We want to update you on some important developments from CITB that will affect how employers access funding for training. These changes are designed to streamline processes and strengthen support for levy-registered employers, with the ultimate aim of helping address the industry’s ongoing skills challenge.
What’s changing and why
CITB is simplifying its approach to help employers access financial support for training more easily. While the support itself is not being reduced, the way in which it is accessed will change, removing duplication and making the system clearer for employers.
Skills and Training Fund
At present, both Employer Networks (ENs) and the Skills & Training (S&T) Fund provide funding for similar training needs, which has caused confusion for employers.
From 30 September 2025, the Skills & Training Fund will close and Employer Networks will become the single route for accessing this type of funding. The CITB Grants Scheme will continue to operate to support core construction training.

Applications received in September 2025 will be subject to new payment terms, with funding paid on completion of the agreement.

Any applications already agreed will still be honoured.
Industry Accreditation Uplift
The grant uplift introduced to support individuals transitioning from Industry Accreditation cards has already helped over 11,500 people — more than expected.
To ensure the best use of funds, this uplift will now close on 31 December 2025 (rather than March 2026 as originally planned). After this date, grants for these qualifications will revert to the standard £600.
‘Suggest a Course’ Initiative
This initiative is now closing. As Employer Networks are established and effective in identifying training needs, this separate route is no longer required.
New Short Qualification Grant Tier
From September 2025, a new grant tier will apply for shorter qualifications.

Qualifications achieved at an Award level will receive a grant of £240 (instead of £600).

This reflects the shorter duration and lower cost of these awards compared with longer qualifications.
Launch of Online Grant Portal
CITB will be launching a new online services platform on Wednesday 24 September 2025.
This first phase will make applying for and managing grants simpler. Employers will be able to:

Manage online access to their CITB account
